시흥시의회, 스토킹 예방 및 피해자 보호 조례 제정 간담회 개최

[브레이크뉴스경기남부=시흥 이현준기자] 경기 시흥시의회는 한지숙 윤석경 의원이 지난 10월 27일 의회운영위원회 회의장에서 '시흥시 스토킹 예방 및 피해자 보호 등에 관한 조례' 제정을 위한 간담회를 열고, 스토킹 예방 및 피해자 보호 지원 정책과 조례안에 대해 논의했다고 밝혔다.

이번 간담회에는 조례 대표 발의 의원인 한지숙 의원과 공동 발의 의원인 윤석경 의원을 비롯해 시흥시청 관계 공무원, 시흥경찰서, 시흥시 가정폭력 성폭력 통합상담소, 시흥여성의전화, 안산 시흥 광명지역 범죄피해자지원센터, 한국학교지원센터 관계자 등 총 14명이 참석했다.

이번 조례안에는 스토킹 범죄 예방 및 피해자 보호 시행계획의 수립, 스토킹 예방 및 피해자 지원사업 추진, 2차 피해 방지 및 비밀 준수에 관한 내용 등이 담겨있다.

이날 참석자들은 스토킹 범죄의 예방 및 지원을 위한 행정의 지원 범위, 실질적인 지원 체계 마련 방향, 조례명 및 조례 내용 등에 대해 의견을 공유했다. 또한, 시흥시가 스토킹 예방과 선제적인 보호 도시로 나아가기 위한 현실적이고 촘촘한 제도 기반 마련의 필요성에 공감했다.

윤석경 의원은 "스토킹 범죄는 사회적으로 매우 심각한 문제이며 피해자 보호를 강화해야 한다는 데는 공감대가 형성되어 있다"라며, "다만 이미 국가 차원의 법률과 제도가 시행되고 있고, 사법기관 경찰에서 개입하는 부분도 있으므로 행정 차원에서 개입이 가능한 부분인지 사전에 검토할 필요가 있다"라고 말했다.

한지숙 의원은 "스토킹 범죄는 단순한 개인 간 갈등이 아닌, 살인 등 강력 범죄로 이어질 수 있는 심각한 사회 문제"라며, "시흥시의 현실과 특성을 반영한 지역 맞춤형 조례 제정이 반드시 필요하다"라고 강조했다.
