경기도, 외국인 계절근로자 첫 인권 실태조사 실시

[브레이크뉴스경기남부=수원 이현준기자] 경기도가 8월 30일까지 도내 외국인 계절근로자를 대상으로 첫 인권 실태조사를 진행한다.

‘외국인 계절근로자 사업’이란 농가인구 감소, 고령화, 인건비 상승 등 농업인력 수급 부족에 따라 단기간 외국인을 합법적으로 고용할 수 있도록 입·출국 및 근로자 관리 등을 지원하는 내용이다. 계절근로자는 최장 8개월만 체류할 수 있다.

지방자치단체별 필요 인원 신청에 따라 법무부가 필요성을 검토하고 외국인 계절근로자를 배정한다. 경기도는 2021년부터 제도를 시행해 2023년 1,497명, 2024년 2,877명, 2025년 5,258명 등 매년 근로자 수가 늘어나고 있다.

문제는 이들이 다른 외국인 노동자처럼 근로 환경과 중개인 문제 등 인권 문제를 겪을 수 있는데, 고용허가제를 통해 한국어 시험을 보고 들어오는 이주노동자와 달리 별도 절차가 없어 한국어를 하지 못하는 인원이 많다는 점이다.

이에 도는 일부 계절근로자들이 인권 문제를 당하더라도 즉각적으로 자신의 상황을 알리기 어렵거나 적절한 대응을 받지 못하는 사례가 있을 수 있다는 점에 주목하고 있다.

이번 실태조사는 경기도 인권담당관과 농업정책과, 경기도농수산진흥원, 한양대학교 글로벌다문화연구원이 공동 추진한다. 외국인 계절근로자의 인권 실태 파악과 정책 개발을 위해 마련됐다.

지난 14일부터 도내 19개 시군 115개 농가를 방문해 조사를 진행 중이다. 도내 외국인 계절근로자 420명을 대상으로 근로계약서 작성, 임금 체불, 주거 상태, 폭언·성희롱, 불법 중개인 문제 등 전반적인 인권 실태를 파악하고 있다.

외국인 계절근로자의 이해를 돕기 위해 6개국어(베트남어, 라오스어, 캄보디아어, 필리핀어, 태국어, 네팔어)로 번역한 설문지를 제작했고, 통역사들과 동행하며 한국어 능력, 생활 적응 정도 등 다양한 애로사항도 청취하고 있다.

9월부터 외국인 계절근로자뿐만 아니라 고용주 100명, 시군 공무원 및 농협 직원 30명을 대상으로 계절근로자 프로그램의 현황과 현장 애로사항 등 제도 개선을 위한 의견도 수렴한다.

이번 실태조사 결과는 외국인 계절근로자 프로그램의 지속가능한 제도 방안 수립을 위한 자료에 반영할 예정이며, 올해 12월에 예정된 경기도 인권위원회에 상정할 정책 권고 보고서의 기초자료로 활용한다.
