사업체 조사는 매년 전국적으로 실시되는 국가지정 통계조사로, 사업체의 지역별 분포와 고용 구조 등을 파악해 각종 정부 정책이나 기업 경영계획 수립, 학술연구의 기초자료 등으로 활용하기 위해 실시하는 조사다.

2025년 조사 대상은 2024년 12월 31일 기준 화성시에 위치한 종사자 1인 이상 모든 사업체이며, 가구 내 전자상거래, 프리랜서, 1인 출판사업체, 간판 없는 공부방 등 물리적 장소가 없는 사업체까지도 포함된다.

시가 전년도 조사자료와 행정자료를 바탕으로 예측한 2025년 조사 대상 사업체 수는 약 144,173개로 도내 지자체 중 최대 규모다.
