[브레이크뉴스경기남부=성남 이귀선기자] 성남시가  발달장애인 청년주택 지원사업부문 사회적 불평등 완화 분야 에 대한 최우수상을 받았다.

1일 시에 따르면 전국 기초자치단체장 매니페스토 우수사례 경진대회에서 근로 장애인 출근 전용버스 운행 사례로 최우수상을 받은 데 이은 2년 연속 수상 성과를 밝혔다.

한국매니페스토실천본부와 경남연구원이 공동 주최한 이 대회는 1차 서류 평가를 통과한 186개 사례를 해당 지자체가 7월 30~31일 인제대학교 김해캠퍼스(경상남도 김해시)에서 7개 분야로 나눠 발표하는 방식으로 진행됐다.

성남시는 발달장애인 자립지원주택인 ‘희망 온(ON) 빌라’ 추진 사례 발표해 최고의 평가를 받았다.

희망 온 빌라는 19~39세의 청년 발달장애인에게 안정적인 주거환경을 제공하고, 자립 기반을 조성하기 위해 경기도 내에서는 성남시가 처음으로 추진한 공공임대 주택이다.

이를 위해 성남시와 협약한 한국토지주택공사(LH)가 태평동 다가구 주택(8가구)을 매입·리모델링하고, 임대료를 시세보다 60% 저렴하게 책정했다. 

해당 주택은 세탁기, 냉장고, 에어컨, 전자레인지 등이 내장된 원룸형 주택이며, 7가구는 입주용, 1가구는 사전 체험용으로 꾸며졌다.

시는 입주를 신청한 9명 중에서 성남시민이면서 독립적인 일상생활이 가능한 무주택 발달장애인 6명을 지난 5월 입주자로 최종 선발했다. 

이들은 사전 체험용 가구에서 일주일간 살아본 뒤 6~7월 사이 차례로 입주했다.

전용면적(30~30.41㎡)에 따라 임대보증금 100만~102만원, 월 임대료 29만~30만원에 2년 계약 절차도 마쳤다.

계약기간(2년) 이후에도 입주 자격을 충족하면 2년 단위로 4번 더 계약을 연장해 최장 10년간 살 수 있다.

성남시 위탁기관인 말아톤 재단의 직원 4명이 사무실에 상주해 입주 장애인들의 자립을 위한 일정 관리, 추가 활동 지원(월 40시간), 방문간호, 동행 지원 등 다양한 서비스를 제공한다.

Out of the nine applicants, the city finally selected six Seongnam citizens with developmental disabilities who were capable of independent living as residents in May.
