신청은 2월 21일부터 23일까지 3일간 시흥시 도시농업공원 3곳(정왕동 함줄도시농업공원, 배곧동 배곧텃밭나라, 월곶동 공영도시농업농장)의 현장 관리소에서 할 수 있다.

시민행복텃밭은 함줄도시농업공원 120세대, 배곧텃밭나라 500세대, 월곶공영도시농업농장 165세대 등 총 785세대 규모로 참여자를 모집한다.

시민행복텃밭에 참여를 희망하는 시민은 신청 기간 내 희망하는 도시농업공원 현장 관리소를 직접 방문해 운영 규정을 숙지하고, 시흥시 거주 세대 여부를 확인받은 후 참여신청서를 제출해야 한다.

시는 참여자 신청을 받은 후, 연속 2년(2023년, 2024년) 참여자와 중복 신청자를 1차 선별하고, 도시농업 관련 단체 및 시민행복텃밭 7개 운영단체의 참관 하에 전자 추첨을 통해 2차 당첨자를 선정한다.
