안산시에 따르면 이 시장이 지난 13일 오후 안산시 안산문화재단 국제회의실에서 개최된 경기도시장군수협의회 민선 8기 제4차 정기회의에서 “현재 경기도 및 시·군 인구통계에 외국국적동포 거소 신고자가 미반영됨에 따라, 실제 거주 상황과 인구통계 수치상 차이가 발생하고 있다”며 이같이 공식 제안했다고 14일 밝혔다.

인구통계는 각종 정책 수립의 기본 사안으로 도정·시정 운영의 체계적·효율적 정책 수립 및 집행 등을 위해서는 외국국적동포 반영이 필요하다는 주장이다. 경기도 주민등록 인구통계에 따르면, 현재 도내 외국국적동포 거소 신고자 22만 명은 인구통계에서 제외되고 있다.

한편, 신상진 경기도시장군수협의회장은 이날 안건으로 제시된 경기도 주민등록 인구통계 작성 기준 변경 건의를 비롯해 ▲경기도 예술인 기회 소득 지급기준을 가구당 소득인정액 중위소득 120% 이하(현행 개인별)로 정책 변경 요청(성남시) ▲아이돌보미 휴게시간 관련 지침 마련 요청(군포시) ▲지방공기업법 시행규칙인 자산재평가 규정 삭제(의정부시) 등 도합 25건의 안건을 심의·의결했다.

한편, 이날 같은 곳에서 경기도와 31개 시군 간 협력·협의기구인 정책협력위원회 회의가 열렸다. 신상진 성남시장과 김동연 경기도지사가 공동위원장을 맡은 정책협력위원회는 4개 조항의 현안이 담긴 합의문에 공동 서명했다.
