 ‘폰지사기’ 범행으로, 피해자 435명으로부터 총 4,393억 원 편취

경기남부경찰청(청장 홍기현)사이버수사과는 435명으로부터 총 4,393억 원 상당을 편취한 사기 피의자 18명을 검거하고, 이중 2명을 구속했다고 밝혔다. 

18일 경기남부청에 따르면 이 들은 온라인상 P2P 사이트를 개설‧운영하면서 원금 및 고수익을 보장하겠다는 내용의 투자설명회를 통해 회원들을 모집 후, 회원들에게 “가상 아이템(한복, 치파오, 기모노, 드레스)을 구매하고 일정 기간 후에 되팔면 수익을 얻을 수 있다”라고 속여 피해자를 양상했다고 전했다.(* P2P 거래 : 사람과 사람 사이를 연결해 주고, 그 사이에서 금전거래를 통해 이루어지는 이자로 수익을 발생시키는 플랫폼)

남부청관계자는, 이 들의 범죄수익금 중 675억 원을 기소 전 추징보전을 하였고, 주요 피의자들이 은닉한 범죄수익금을 계속 추적하고 있다고 말했다.

경찰은 지난 ’21. 8. 5. ~ ’22. 2. 21. 동일 기간 수사에 착수하면서, 피의자들은 경기도 용인에 본사를 두고 수도권에 5개 지사를 운영, 투자설명회를 통해 ‘가상의 아이템(치파오→기모노→드레스 등 투자 등급별 구매 가능)을 먼저 구매하면 후 순위 투자자들에게 원 구매 가격보다 높은 금액으로 판매할 수 있기 때문에 수익이 보장된다고 홍보하고, 향후 쇼핑몰, 게임사, 호텔, 여행사 등 많은 사업 부문을 확장하여 크게 성장할 것이라고 회원들을 안심시킨 후 회원들에게 신규 회원 유치 및 추가 투자를 권유했다고 밝혔다.

경찰은 투자금 명목으로 편취한 피해금 대부분은 피의자들의 급여, 상여금 및 운영비 등으로 사용되거나 선 순위 투자자들에 대한 이익배당금으로 사용되는 등 돌려막기 방식의 영업이었던 것으로 그 낯을 드러냈다고 전했다.

아울러, 시일이 지나면서 후 순위 투자자 유입이 줄어들자 환급 방식을 기존 현금에서 ‘자체 발행한 코인’으로 전환하고 해당 코인이 거래소 시세에 연동되는 것처럼 속여왔으나, 사실은 자체 DB 서버상에서만 기록되는 것에 불과했다.
