[브레이크뉴스경기남부=수원 한은경 기자] 수원시 주민자치위원장협의회는 지난 11일 수원시청 중회의실에서 ‘2022년 2차 정기회의’를 열고, 민선 8기 주민자치 활성화 방안을 논의했다고 12일 밝혔다.

 

이날 회의에는 이재준 수원특례시장, 정찬해 주민자치위원장협의회장을 비롯한 44개 동 주민자치회장·위원장이 참석했다.

 

민선 8기 주민자치 활성화 방안으로 ▲주민참여예산사업 운영체계 변경 ▲마을공동체 주민제안 공모사업의 단일체계 구축 ▲마을자치계획 지원을 위한 ‘마을자치지원관’(가칭) 운영 ▲주민자치 역량강화 프로그램 추진 등을 논의했다.

 

수원시는 지역 주민 스스로 마을 문제를 해결하고, 마을발전계획을 수립·이행할 수 있도록 지원시스템을 구축해 마을자치권을 강화하고, ‘풀뿌리 마을자치’를 구현할 계획이다.

 

또 수원시 자치분권과와 수원도시재단 마을자치지원센터로 이원화된 마을공동체 공모사업 추진체계를 통합할 예정이다.

 

아울러 마을 자치에 대한 이해도가 높은 ‘마을자치지원관’(가칭)을 운영해 마을자치계획 수립, 주민자치회 운영 컨설팅, 마을공동체 공모사업 운영 등을 지원하도록 할 계획이다.

 

‘수원시 주민자치회 및 주민자치센터 설치·운영에 관한 조례’를 제정해 지난해 12월 31일 공포한 수원시는 주민자치위원회의 주민자치회 전환을 추진하고 있다.

 

8월 1일 기준으로 44개 동 중 24개 동이 주민자치회로 전환됐고, 20개 동은 전환을 추진 중이다.

 

정찬해 주민자치위원장협의회장은 “주민자치 활성화를 위한 수원시의 행정·재정 지원이 마을 발전으로 이어질 수 있도록, 주민자치회가 주민참여와 마을의 변화를 이끌겠다”고 말했다.

 

이재준 시장은 “주민자치회의 골자는 실질적인 직접민주주의를 향해 나아가는 기반을 만드는 것”이라며 “휴대전화를 활용해 많은 시민이 온라인으로 의사 결정 과정에 참여할 수 있는 직접민주주의 플랫폼을 구상하고 있다”고 밝혔다. 

 

이어 “수원시가 ‘시민특례시’, ‘주민자치특례시’가 될 수 있도록 주민자치회가 역할을 해주길 바란다”고 당부했다.

 

주민자치회는 동에 설치하는 주민자치 조직으로 주민들의 자치활동을 강화하는 역할을 한다. 기존 주민자치위원회의 주민자치 기능에 실질적인 주민협의체 역할을 할 수 있는 권한을 확대했다.
