[브레이크뉴스경기남부=수원 한은경 기자] 경기도의회 교섭단체 더불어민주당 대변인단이 2일 오후 2시 경기도청 기자회견장에서 기자회견을 열고 "임태희 교육감 통합교육지원청 분리 추진을 환영한다"고 밝혔다.

 

경기도의회 교섭단체 더불어민주당(대표의원 남종섭, 용인3) 황대호 수석대변인과 민주당 대변인단은 2일 경기도청 기자회견장에서 기자회견을 열고 "교육자치의 올바를 실현을 위해 꼭 필요한 임태희 교육감의 통합교육청 분리 추진에 대해 환영한다"면서 도내에는 화성/오산, 광주/하남, 군포/의왕, 안양/과천, 구리/남양주, 동두천/양주 교육청 등 6곳이 2개 이상의 시군을 관할하는 통합 교육지원청으로 운영되고 있고 경기도 전체 31개 시군 중 40%에 해당하는 12개 시가 독자적인 교육지원청이 없음을 설명했다. 

 

대변인단은 "통합 교육지원청은 1991년 지역교육구가 지역교육청으로 개편되면서 과거 담당했던 지역이  그대로 승계돼 온 것"이라며 "20년의 세월이 흐르면서 통합 교육지원청 관할지역의 시군 상황은 상전벽해에 이를 만큼 크게 변하였음에도 대부분 지역이 신도시 및 택지지구 조성 등으로 인구와 학생 수가 크게 늘어나 폭증한 교육수요를 교육행정이 따라가지 못하고 있다"고 밝혔다. 

 

또 "이러한 상황임에도 교육부는 전국적인 학생수 급감 추세에 기구 증설 및 인력 증원은 방만한 조직운영으로 비칠 우려가 있다면서 도내 통합 교육지원청 분리에 대해 부정적인 입장을 보이고 있다"며 교육부를 비판했다. 

 

이어 대변인단은 "교육부의 입장은 경기도가 가진 특수성을 고려하지 못한 결과다. 경기도의 경우에는 계속되는 택지개발 및 인구유입으로 학교신설 요구, 과밀학급 문제, 신도시와 원도심간 교육격차 해소 등 교육지원청이 중심을 잡고 해야 할 일이 많기 때문에 통합교육지원청 분리가 반드시 실현돼야 한다"고 말하며 임태희교육감의 통합교육청 분리추진에 힘을 실었다.

 

또한 대변인단은 "각 지역 특색에 맞는 교육정책의 실현, 강화되고 있는 지방자치 및 교육자치와 연계,협력의 활성화를 위해서도 통합 교육지원청의 분리는 필요하다."며 "통합교육청의 분리를 위해서는 교육부의 입장변화와 더불어 교육지원청의 명칭 및 관할구역을 명시한 '지방교육자치에 관한 법률 시행령'의 개정도 선행되어야 한다."고 강조했다. 

 

대변인단은 앞서 언급된 사안들에 대해 "경기도교육청이 혼자서 할 수 있는 일이 아니고 1,390만 도민의 지지, 경기도의회의 지원이 반드시 필요하다"고 강조했다.
