[브레이크뉴스경기남부=오산 한은경 기자] 제9대 오산시의회가 개원 한달을 맞았다. 시의원 7명으로 구성된 오산시의회는 더불어민주당 5명 의원, 국민의힘 2명 의원으로 지난 8대와 마찬가지로 정당별 구성 인원이 동일하게 입성했다. 

 

청년정치인이자 초선의원인 조미선 (32, 국민의힘 오산-나) 시의원을 의원실에서 만나 봤다. 정치활동 동기, 의정활동계획, 청년정책 등 이야기를 나눴다.

 

◆6월1일 당선되고 6월 3일 당선증을 받으셨는데 이후 오산시의회 개원 전까지 어떤 시간을 보내셨는지 공적, 사적입장으로 말씀한다면?

 

오산시 곳 곳 행사 일정 공유를 하여 당선인 신분으로 참석. 시민들을 만날 수 있는 시간이었다. 지난  20일에는 충주 수안보에서 초선의원들을 위한 세미나가 있었다. 개인적으로 세미나가 유익하고 재미있었다. 큰 틀에서 의정 전반을 이해 할 수 있는 시간이었다 .

 

개인적인 사적 시간으로는 사실은 6월 한달이 너무 힘들었다. 선거는 끝났지만 선거회계가 다 끝난 게 아니어서 보전청구 등 회계보고에 시간을 몰두할 수 밖에 없었다. 잘 마무리가 되었다. 그와 별개로 개인적으로 지난 기초의원 역량강화 세미나에서 받은 자료들을 훑어 보고, 시의회 홈페이지를 통해서 그간의 의회 회의록을 찾아보았고 이해도를 높였다. 

 

◆정치를 해 보겠다는 생각을 언제부터 하게 되었는지...계기가 있다면?

 

어릴때에 막연한 생각을 해 보긴 했다. 외국에서 있다가 왔을 때 개인적으로 그당시 환경이 한번에 바뀌었는데 지역사회에서 보듬어 주셨고, 감동을 받았고, 감사했다. 지금도 그때 받은 사랑과 베풀어주신 일들에 감사와 감동을 잊을 수가 없다. 그러면서 사회에 선한 영향력을 줄 수 있는게 무엇일지 생각을 해 보게 됐다. 

 

◆청년 정치에 대해서는 어떻게 생각하시는지?

 

해외에 있을 때에는 그 나라 시민이 아닌 외국인 일 뿐. 혜택을 받을 수 있는 기회가 많지도 않았고, 그저 외국인 일 뿐이라는 생각을 많이 들게 했다. 한국에 왔을 때 , 지역사회에 왔을 당시에, 소속감은 물론 받은 사랑이 너무나 감사했었다. 

 

오산에서는 젊은 분들이 대부분 민주당분들이 많았던 것도 의아하게 다가왔고, 이해가 당시에 안갔었다. 왜 꼭 그래야 하지? 라는 생각이 들면서 도전의식 같은게 생겼던 것 같다. 지금도 같은 생각이지만 한쪽에 편향된 것 자체는 맞지 않는다고 생각하여 도전하고 싶었던 것 같다. 지역사회의 힘이 필요한 분들에게 진정코 도움을 드리기 위해서는 일반시민의 위치에서는 시민들의 목소리를 대변하기 어려우므로 대변할 수 있는 그 위치에 있어야 한다고 생각을 했다.  

 

◆임기 4년 동안 꼭 해보고 싶은 공약들 중 4개만 순서를 매기신다면? 

 

△남촌동 행정복지센터를 신축하는 것을 마무리하고 싶다. 

저는 새로운 것만을 공약으로 넣기보다 사업계획이 되었다가 중단 또는 연기된 사업중 중요한 것들을 마무리하고 싶었다. 

 

△초평동의 도로문제를 꼭 해결하고 싶다.

도로가 가다가 끊기다보니 대중교통 노선을 연결할 수도 없는 상황이다. 이 문제를 꼭 해결하고 싶다. 얼마전 초평동 주민들을 간담회 때 뵈었고 간담회를 다녀온 후, 현장을 나가 답사를 하느라 다시 뵈었었다. 그동안 민원을 지속적으로 넣으셨던 것 같은데 이렇게까지 초평동 도로교통문제가 해결이 안되고 있는게 이해가 안갔다. 현장을 자주 가서 직접 민원을 챙기고 진행과정도 꼼꼼히 살펴서 주민들의 숙원사업들과 불편사항을 해결하겠다.

 

△낙후된 문화의 거리를 환경조성 위주가 아닌 "상권을 먼저 살리는 것"에집중하고자 한다. 청년정책에서 더 소개하겠다. 

 

△청년정책에서 일자리 창출과 창업 실질적 접근과 지원을 하겠다. 

 

△문화예술, 지역경제, 미래도시개발, 건축 모두 다 연결이 되어있다. 앞으로 추진되는 사업에 대해서 세교 2지구 발전 그리고 세교3지구 재지정추진 관련 등과 연결하여 잘 챙기겠다. 그 외  대중교통, 정보통신 등 관심사인 만큼 시민들에게 최대한 편리성과 유익성을 제공할 수 있도록 하겠다. 

 

◆청년정책에 대해 생각하신 것을 소개한다면?

 

△문화의 거리가 무척 낙후되어 있다 보니 청년들이 문화의 거리 활성화를 많이 요구하고 있었다. 이에 대해 후보시절에도 의견을 준 청년들이 상당히 많았는데 아마 청소년기때 모였던 곳에 대한 향수가 묻어나는 곳이라 그런 것 같았다.  

 

환경조성보다는 “상권을 먼저 살리는 것을 생각하고 있다” 그래야 사람들도 오게 된다는 생각이 든다. 청년들이 문화의 거리에 창업, 스타트업을 유치할 시 예를 들면 카페를 낸다든지 작은 사업장을 문화의 거리나 골목상권 내에 사업체를 내면 지자체에서 적극 지원한다든지 트레이닝을 해 준다든지 하는 방식으로 지원이 필요하다고 본다. 낙후되어가는 문화의 거리를 활성화할 수 있게 되도록 하고 싶다.

 

청년들의 일자리 창출과 창업 등 실질적으로 잘 접근할 수 있도록 하겠다. 청년들에게 시의 적극적인 지원이 되도록 잘 챙기겠다. 

 

◆하고 싶은 일?

 

실질적인 민원해결을 위해 직접 확인을 하고 실질적 소통이 되도록 데이터를 갖고 현장에 가보고 직접 챙기고자 한다. 이번에 '오산시 청년위원회' 시의원 자격으로 1인 위원  참여기회를 놓첬다. 나보다 더 젊은 시의원이 있기도 하지만, 의회 내에서 타협도 잘 되지는 않았다. 그래도 동료시의원들과 함께 청년들의 창업이나 취업, 미래 경제활동에 대해 머리를 맞대고 정책을 잘 추진하고자 한다. 

 

◆시민에게 하고 싶은 말?

Even now, I can't forget the gratitude and emotion I was given for the love I received and the work that was done to me. It made me think about what could be a good influence on society.

 

◆ What do you think about youth politics?

 When you are abroad, you are just a foreigner, not a citizen of that country. There were not many opportunities to receive benefits, and it made me think a lot that I was just a foreigner. When I came to Korea, when I came to the local community, I was very grateful for the love I received as well as the sense of belonging.

 

In Osan, it was surprising that most of the young people were Democrats, and I did not understand it at the time. Why do you have to? It seems that there was a sense of challenge as I thought about it. I still have the same thoughts, but I think I wanted to challenge myself because I thought that being biased toward one side was not right. In order to truly help those in need of the strength of the local community, I thought that it was difficult to represent the voice of the citizens in the position of ordinary citizens, so I thought that I should be in a position to represent them.

 

◆If you could only rank 4 of the promises you want to make during your four years of office, what would it be?

 

△ I want to finish the construction of the Namchon-dong Administrative Welfare Center.

 Rather than putting only new things as a promise, I wanted to finish important projects that were suspended or postponed after the business plan became a business plan.

 

△ I really want to solve the road problem in Chopyeong-dong.

As the road is cut off, it is impossible to connect public transport lines. I really want to solve this problem. I met the residents of Chopyeong-dong a while ago at a meeting, and after going to the meeting, I had to go out to the field and see them again. Rather than creating an environment, I think that people will come when they say, “I am thinking of saving the commercial area first.” When young people attract start-ups or start-ups on the street of culture, for example, if they open a cafe or set up a small business in the street or alley of culture, the local government provides active support or training. i think it is necessary I want to be able to revitalize the cultural street that is falling behind.

 

We will give young people practical access to job creation and entrepreneurship. I will take good care of it so that the city can actively support the youth.

 

◆ What do you want to do?

In order to actually resolve complaints, we want to personally check and bring data to the site so that actual communication can take place.

 

This time, I missed the opportunity to participate as a member of the 'Osan City Youth Committee' as a city council member. There are city councilors who are younger than me, but the compromises in Parliament have not worked out well. Still, I would like to work with my fellow city councilors to promote policies well by putting our heads together on entrepreneurship, employment, and future economic activities for young people.

I want to be an “accessible city councilor”.
